Not many operators can build a greenfield, StandAlone 5G network. Most will have to shoehorn 5G into existing 4G LTE networks. That means 5G radios will use the 4G control plane some time into the future. 

It also means sharing the spectrum so that 4G and 5G handsets can co-exist.

Sharing spectrum between 4G and 5G is the purpose of Dynamic Shared Spectrum (DSS.)

DSS allows 5G and 4G to work right inside the same spectrum bands.
